When I presented at the Great Decisions discussion on nuclear weapons negotiations, I mentioned the Russian Federation was in the process of developing a new series of nuclear weapons.  The following video discusses their introduction from the Russian perspective:

My question at the time was how many do they have, and do they work?  There was an accident at a Russian military base recently.  Five people were killed and radiation spiked in the area.  Observers agree it was a test of the new nuclear-powered cruise missile or nuclear torpedo announced in the video above.
